HR General Affairs Manager - ENGLISH

This position requires to supervise and manage HR/General Affairs related matters for operations in Belgium and Germany and to give advices/suggestions on HR principles/management.
 The position owner carries out his/her tasks with advice and in coordination with HR Europe. He/she is also required to execute some parts of HR related matters:
- Payroll (Incl. Compensation and Benefits) 
-Administer and execute the entire local payroll process for both offices (Brussels and Cologne) in close cooperation with local payroll providers and the Accounting Manager (regarding collection and transfer of data, being a first contact person for local employees and for the local payroll providers). 
- Collect information and provide suggestions for employee benefits.
- Personnel Evaluation, Make the plan of yearly salary increase and annual bonus (collection of relevant data, updates of job descriptions, administration of salary increases and evaluation results)
- Administer and execute all recruitment processes for local employees (set up of job description, salary grade definition, job ad/cooperation with recruiting companies, preselection, interview process, implementation on payroll). 
- Manage employee departures (administrative handling, internal communication, exit interview, exit checklist etc.)
- Administer all employment changes (promotions, salary increases, transfers, amendments to employment agreement, one time payments, etc.).
- Review and revise HR related company policies, procedures and rules periodically. 
- Supervise travel expense procedures 
- Set up and maintain HR database and files 
- Training and Personal Development measures.
- Support the roll-out of European HR training programs. (Intercultural training etc.) 
- Support proper administration of all Expat related tasks. 
- Handle HR related questions/complaints from employees. 
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications. 
- General Affairs related matters 
- Support expats to obtain work permit/other permits and assist to start up their life. 
- Execute office management tasks. (Reception, courier/mail, stationary, furniture, business equipment, drinks, etc.) 
- Handle invoices from vendors. 
-  Maintain and improve records and files relating to General Affairs. 
- Review and revise General Affairs related company policy, procedures and rules periodically. 
- Supervise and manage IT related works, Manage IT security, Response to IT audit. 


- At least 5 year experiences in HR Generalist or HR Manager in Belgium and some year experiences in General Affairs management. 
-Very good interpersonal relationship building. 
- General knowledge of various employment laws and practices. 
- Use to work under pressure. 
- Very Good English in writing and speaking and preferably Japanese. 
- Very good intercultural, analytical and organizational skills. 
- Very good skills in MS Office 
- Willingness to travel. (1-2 time(s)
